Custom biomes in vanilla dimensions

Hello! I have been trying to add a custom biome to the game, and the biome works fine, but I can't get it to generate. I know there is a file which contains all of the biomes and how they generate, but how can I get this file? I can't seem to find it in the data folder for the vanilla datapack
